The key to accountability lies not only in the punishment after violations, but also in the deterrent effect prior to violations. Based on the institutional background of China's special state-owned enterprise operation and investment accountability system implementing in different stages throughout the country, taking the violations of executives as inspection perspectives for the standardized operation of enterprises, this paper has designed a staggered DID model, and empirically tested the impact of operation and investment accountability on the standardized operation of state-owned enterprises. The study found that after the implementation of the accountability system for operation and investment, the violations of executives in state-owned enterprises have been significantly reduced, and improving the quality of internal control and alleviating the short-sighted tendency of executives are the intermediary mechanism of accountability. This conclusion is still valid after a number of robustness tests.
The research results were published in the Management World, Vol.12, 2022, entitled "Business Investment Accountability and Standardized Operation of State-owned Enterprises - Empirical Evidence from the Perspective of Executive Violations". The School of Business, Sun Yat-sen University is the signature unit of the first author, and Professor Xin Yu is the first author.
